Rye residents: Mobile home community on fire

Rye, AZ (CBS 5) -

A fire broke out Saturday night near a mobile home community in Rye, AZ, off of Highway 87 going to Payson destroying six structures, according to residents.

According to Payson Fire Battalion Chief Dan Bramble five of the structures were residences.

Kayla Hall, a lifelong resident, said the fire broke out behind a bike shop that is right next to Rye?Trailer Park.

Officials said it broke out around 8 p.m. Saturday night at the All Bike Sales which is a complete lost.

"I was heading out of Payson because we're just coming out. We saw a huge fire," Hall said.

She told CBS 5 her family is getting prepared just in case.

"We are packing up right now. Just in case it comes, we got dogs and valuables that we cherish. We're packing it up in our motor home," said Kayla Hall.

Dannel Loy, another Rye resident, said she was also taking extra measures.

"I'm going to load up my dog and some of my valuables into my motor home and move them a little farther, across the wash," said Loy.

She said several people in the community are worried.

The Red Cross said several people were staying in shelters on Sunday after 20 to 30 people were evacuated around 9 p.m. Saturday night.

The cause is still undetermined

Kerry leaves Middle East without deal, but says gap has been narrowed

Secretary of State John Kerry completed negotiations with Israel and Palestine without striking a deal for the two countries to re-engage in peace talks. However, Kerry said all sides were cautiously optimistic, and plans to return to the region soon.

US Secretary of State?John?Kerry?ended a shuttle diplomacy mission on Sunday without an agreement on resuming Israeli-Palestinian peace talks but said gaps had been narrowed and he would return to the region soon.

"I'm pleased to tell you that we have made real progress on this trip. And I believe that with a little more work, the start of final status negotiations could be within reach," he told a news conference before his departure from?Tel Aviv's airport.

"We started out with very wide gaps and we have narrowed those considerably," he said, without elaborating. "We are making progress. That's what's important and that's what will bring me back here."

Over four busy days,?Kerry?met Israeli and Palestinian leaders repeatedly and separately to try to find a formula for reviving direct negotiations stalled since late 2010 in a dispute over Jewish settlements in the occupied?West Bank.

Kerry?said both Israeli Prime Minister?Benjamin Netanyahu?and Palestinian President?Mahmoud Abbas?had asked him "to return to the area soon". "(That is) a sign that they share my cautious optimism," he added.

Palestinian chief negotiator?Saeb Erekat?said there had been some progress, "but we can't say there's been a breakthrough".

Erekat said he would hold further meetings with US representatives to follow up on some issues raised during the?Kerry?visit, the secretary's fifth since taking office.

Netanyahu has repeatedly called on Abbas to return to negotiations. But he has balked at Abbas's demand thatIsrael?first halt settlement expansion in the?West Bank?and East?Jerusalem, areas it captured in a 1967?Middle East?war and which Palestinians want for a future state.

An Israeli official, who asked not to be identified, said Abbas was also seeking the release by?Israel?of scores of long-serving Palestinian security prisoners as a goodwill gesture.

But Netanyahu believed the issue should be addressed only after talks resume, the official added.

NO PRECONDITIONS

"Israel?is prepared to enter into negotiations without delay, without preconditions, and we are not placing any barriers on the resumption of final-status talks on a permanent peace agreement between the Palestinians and us," Netanyahu told his cabinet after six hours of overnight talks with?Kerry.

For new talks to be held, Abbas has said Netanyahu must also recognise the?West Bank's boundary before its capture by?Israel?as the basis for the border of a future Palestinian state.

Israel, seeking to keep major settlements under any peace accord, has rejected those terms, deeming them preconditions, and has said its security forces would not be able to defend the pre-1967 frontiers.

A US State Department official said?Kerry's discussions with Netanyahu and advisers in a?Jerusalem?hotel suite ended shortly before 4 a.m. (0100 GMT) on Sunday.

Afterwards,?Kerry?strolled through the deserted streets of the city accompanied by his security and one of his advisers on the?Middle East,?Frank Lowenstein. He then drove to?Ramallah, the Palestinian hub city in the?West Bank, to see Abbas.

Kerry?is keen to get fresh peacemaking under way before the?United Nations General Assembly, which has granted de facto recognition to a Palestinian state, convenes in September.

Netanyahu is concerned that the Palestinians, in the absence of direct peace talks, could make further moves at the U.N. session to get their statehood recognised, circumventing?Israel.

But?Kerry?said the pace of his diplomacy was set by the two sides, whom he described as sincere about finding a way forward.

"We're not going to get stuck with artificial deadlines. That's a big mistake," he said before flying to?Asia.

Jacksons to celebrate 65th wedding anniversary

Earl and Jo Anne Jackson, Calera, Oklahoma, are being honored with a family dinner in celebration of their 65th wedding anniversary. Hosts were family members.

The Jacksons were married July 2,, 1948, in the home of the bride?s parents, Mr. and Mrs. L.K. Moss in Calera.

They were Calera High School classmates graduating in 1946. They also are graduates of Southeastern with Bachelor and Master Degrees in Education. Earl taught Social Studies, Industrial Arts, and Girls Basketball, a career of 34 years. Jo Anne taught high school English in Calera and Composition at Southeastern. She retired after 26 years.

Earl Jackson, born to Mr. and Mrs. C.E. Jackson, in Calera is a veteran of the U.S. Army of Occupation (WWII), then recalled for combat duty in the Korean War, serving in Heavy Tank Co., 180th Battalion, 45 Division.

Mr. Jackson enjoys gardening and fishing; Jo Anne?s pastimes are Reading, Duplicate Bridge, and Creative Writing. They are members of the Church of Christ.

The Jacksons have two sons: John Jackson and family Monica Shipman (husband Josh), and Drew Jackson (wife Kasey). Their son Kevin Jackson and wife Teri have two daughters: Krystal Jackson and Kara Williams (husband Bruce). There are two great grandsons, Jackson Williams and Nash Williams.

Biden asks Ecuador president to nix Snowden asylum

WASHINGTON (AP) ? Vice President Joe Biden has asked Ecuador to turn down an asylum request from National Security Agency leaker Edward Snowden, the country's president said Saturday.

Rafael Correa said he had a "friendly and very cordial" conversation with Biden, and told the vice president that Ecuador hadn't sought to be put in the situation of deciding whether to harbor an American fugitive. Correa said Ecuador can't consider the asylum request until Snowden is on Ecuadorean soil.

"The moment that he arrives, if he arrives, the first thing is we'll ask the opinion of the United States, as we did in the Assange case with England," Correa said. "But the decision is ours to make."

Julian Assange, founder of the anti-secrecy group WikiLeaks has been given asylum in Ecuador's embassy in London.

White House spokeswoman Bernadette Meehan confirmed that the two leaders spoke by phone Friday and discussed Snowden, but wouldn't disclose any details about the conversation. It's the highest-level conversation between the U.S. and Ecuador that has been publicly disclosed since Snowden began seeking asylum from Ecuador.

Correa, in a weekly television address, praised Biden for being more courteous than U.S. senators who have threatened economic penalties if Ecuador doesn't cooperate.

At the same time, Correa rebuked the Obama administration for hypocrisy, invoking the case of two bankers, brothers Roberto and William Isaias, whom Ecuador is seeking to extradite from the U.S.

"Let's be consistent," Correa said. "Have rules for everyone, because that is a clear double-standard here."

The U.S. believes Snowden is holed up in a Moscow airport's transit zone. He may be waiting to see whether Ecuador or another country may grant him asylum. Snowden is charged with violating American espionage laws.

Cher says Tom Cruise makes her list of best lovers.

They're both famous names, but did you forget Cher and Tom Cruise were once an item? The singer, 67, confessed on Bravo's "Watch What Happens Live" Thursday that she still ranks the movie star, who's now 50, among her top 5 lovers.

"He wasn't a Scientologist then!" Cher told host Andy Cohen. "It was pretty hot and heavy for a little minute."

Cher and Cruise dated in the mid-1980s when he was in his early 20s, before his first marriage to actress Mimi Rogers, who reportedly introduced the actor to Scientology.

When Cohen asked Cher to name her all-time best lover, she stumbled, saying "well, a lot of them kinda came in first. I've had just the greatest lovers ever."

When asked where Cruise ranked, she was quick to say, "Well he ... was in the top five."

Cohen showed Cher a number of photos of famous people, including Cruise and asked her to say the first thing that came to her mind about each one.

Elvis Presley, Cher said, invited her to stay with him once for a weekend, and she refused, "but I wish I'd gone," she said. Of "Moonstruck" co-star Nicolas Cage, Cher said, "Aw, I love him. It?s summer, and people are spending more time outside, soaking up the rays and enjoying hotter temperatures. In recent years, many of us have become hip to the fact that most sunscreens aren?t always the safest protective options for our skin, and we?ve instead looked at other options for keeping our skin healthy and shielded. Enter spinach. Research has shown that eating spinach regularly could prevent skin cancer, which is more than can be said for traditional sunscreens.

According to Australian researchers, greens like spinach and Swiss chard can protect skin from cancer. While the research was done on people with a history of the disease, the protective qualities could likely be extended to everyone.

The researchers found that people who ate at least three servings of spinach (or similar greens) each week saw?a reduced risk of skin cancer recurrence by about 50%. Three servings a week isn?t much. If you eat three dark-green salads a week (and you should), you meet the requirements.

But before the supplement fiends try to break down the nutritional content of spinach and get these same benefits in pill form, the study?s lead researcher has some advice:

?Other research that has looked at individual nutrients haven?t found very clear evidence [of skin cancer risk reduction], so it might be that actually the combination of nutrients as they occur normally in the foods we eat, actually have the effect on skin cancer.?

In other words, taken separately the nutrients in spinach don?t have the same benefits. It?s only in the balanced symbiosis of the spinach itself that you can reap the skin-cancer protection.

?The conventional cancer industry has so far refused to acknowledge any serious link between diet and skin care, preferring to push sunscreen products sold by corporations that donate heavily to the cancer industry,? said Jessica Fraser?of NaturalNews.

And what we know of these sunscreens is that they are more harmful than good.

As a matter of fact, sunscreen could be causing the very disease that it promises protection from. When exposed to sunlight, synthetic vitamin A (found in the vast majority of sunscreens) is carcinogenic. Overtime, the excessive use of sunscreen could actually increase your risk of skin cancer rather than prevent it.

The sun is good for you; it produces vitamin D within the body, boosts your mood, and gives you a healthy glow. When paired with a healthy, protective diet including spinach you truly have little to be afraid of from moderate and safe sun exposure.

Jackie Pilossoph: Sharing the Silver Linings of Divorce

As a divorced person, I describe it this way: heartbreaking, scary, gut-wrenchingly sad, and really, really depressing at times. That said, I've come to learn that there IS a flipside. Divorce brings growth and acceptance and self-introspection and empowerment. And, divorce brings advantages. That's right, advantages. Would you believe there are ADVANTAGES of being divorced? Let me share the silver linings of divorce.

8 Silver Linings of Divorce:

1. You have an out whenever you want it. I believe that at this stage in my life, I shouldn't have to do anything I don't want to do. Let me clarify. We all have things everyday that we HAVE to do. Meetings we must attend, people we go to see out of the goodness of our hearts, chores, errands, work outs, and business events. Doing those things is just living up to your responsibilities. But, I believe that a person shouldn't do anything he or she does not WANT to do. In other words, don't do anything out of obligation or because you think you will upset someone if you're not there (unless you care deeply for the person). If there is an event that you really don't care to attend, don't. If a person who typically makes you feel bad about yourself wants to get together, don't. Enjoying life and your time is just too valuable. So, here's the divorce benefit: In order to spare someone's feelings, if you simply don't want to get together with someone, you can just say, "Sorry, it's my weekend with the kids!" How great is that?

2. Having to go back to work brings only good things. This applies mostly to women. When divorce happens, women are often forced to go back to work because of finances. I can tell you firsthand it was very scary. I hadn't worked in 10 years. Getting up to speed on computer technology was probably the most frightening thing for me. But, going back to work has HUGE benefits! Work is productive, and that brings self-esteem, self love and confidence! You will love yourself when you feel smart and productive and you see that "You still got it!" AND, you will meet so many men and women that could become friends, and maybe even romantic interests. Nothing bad ever comes from work. It's always good.

3. Loneliness subsides, empowerment takes its place: When I was getting divorced, people would always give me this look that was saying to me, "I feel so sorry for you." I felt like saying, "Please don't give me that look! I didn't just tell you I had cancer. I'm just a little lonely, that's all." The thing is, it took awhile, but I kicked the loneliness thing. I learned how to be alone, and it's a wonderfully empowering feeling. I can go to a movie or shopping or sit in a coffee shop myself and enjoy it. That to me is very empowering. Loneliness is hard at first, but you won't be lonely forever. Learn how to be alone!

4. Your house is your own. Do you realize that you can re-decorate and re-organize your home, and make it exactly the way you want it? Pink and shabby chic and feminine for the ladies. Guys, bean bag chairs, dart boards, pool tables, the biggest flat screen you can find... whatever you want! You're the boss!

5. You can really Live! I have a friend who was married for 27 years. Her husband blindsided her and left her for another woman. She was obviously devastated. In fact, there were times I was beyond worried about her and wasn't sure she'd be okay. Let me tell you what she has done over the past four years. She has run a marathon, she's traveled to Israel, Spain, China, and all over the U.S., she has joined a softball league, and she never says no to any adventure. She said she would never have done all these things if she was still married.

6. The door is open. Regardless of who left who, the door is now wide open for you to have a meaningful, loving relationship with someone who is right for you. If your husband or wife left you, they did you a favor. Because, who wants to be with someone who doesn't want to be with them? Mr. or Ms. Right is out there. Give it time and don't try too hard. Just enjoy your life. Refer to point #5!

7. Your mother-in-law just went bu-bye. For some people, never seeing their in-laws after divorce is very upsetting. To others, never having to deal with their in-laws again is a huge perk. So, obviously this only applies to people who look at never having to see their mother-in-law again as a gift. Everything that bugged you about her is ancient history! Woo hoo!

8. You just became a single parent. "Why is that a plus, Jackie?!" Because a lot of people I talk to tell me that they became a better parent after their divorce. As single parents, we appreciate our time with our children more. Quality always wins over quantity. In other words, sure, you may see your children a less number of days throughout the year, but if you take advantage of every moment you have with them, you will be truly fulfilled, and you will continue to be a wonderful parent, even better. Talk to your kids, laugh with them, hug and kiss them, play with them. Just love them. They need you now more than ever. And you are here for them.

Father of NSA leaker says he would return to US

(AP) ? The father of NSA leaker Edward Snowden acknowledges his son broke the law but doesn't think he committed treason.

The NBC "Today" show reported Friday that Lonnie Snowden is sending a letter to Attorney General Eric Holder saying he believes his son would voluntarily return to the United States if the Justice Department promises not to hold him prior to trial and not subject him to a gag order.

The elder Snowden hasn't spoken to his son since April but says he believes he's being manipulated by people at the WikiLeaks website.

Lonnie Snowden tells NBC his son broke the law in releasing classified information, but says he didn't betray the people of the United States.

Edward Snowden, who fled to Russia, is charged with violating U.S. espionage laws.

Scientists turn muscular dystrophy defect on and off in cells

June 28, 2013 ? For the first time, scientists from the Florida campus of The Scripps Research Institute (TSRI) have identified small molecules that allow for complete control over a genetic defect responsible for the most common adult onset form of muscular dystrophy. These small molecules will enable scientists to investigate potential new therapies and to study the long-term impact of the disease.

"This is the first example I know of at all where someone can literally turn on and off a disease," said TSRI Associate Professor Matthew Disney, whose new research was published June 28, 2013, by the journal Nature Communications. "This easy approach is an entirely new way to turn a genetic defect off or on."

Myotonic dystrophy is an inherited disorder, the most common form of a group of conditions called muscular dystrophies that involve progressive muscle wasting and weakness. Myotonic dystrophy type 1 is caused a type of RNA defect known as a "triplet repeat," a series of three nucleotides repeated more times than normal in an individual's genetic code. In this case, a cytosine-uracil-guanine (CUG) triplet repeat binds to the protein MBNL1, rendering it inactive and resulting in RNA splicing abnormalities.

To find drug candidates that act against the defect, Disney and his colleagues analyzed the results of a National Institutes of Health (NIH)-sponsored screen of more than 300,000 small molecules that inhibit a critical RNA-protein complex in the disease.

The team divided the NIH hits into three "buckets" -- the first group bound RNA, the second bound protein, and a third whose mechanism was unclear. The researchers then studied the compounds by looking at their effect on human muscle tissue both with and without the defect.

Startlingly, diseased muscle tissue treated with RNA-binding compounds caused signs of the disease to go away. In contrast, both healthy and diseased tissue treated with the protein-binding compounds showed the opposite effect -- signs of the disease either appeared (in healthy tissue) or became worse.

In addition, Disney said, with the new discovery, scientists will be able to develop a greater understanding of how to control RNA splicing with small molecules. RNA splicing can cause a host of diseases that range from sickle-cell disease to cancer, yet prior to this study, no tools were available to control specific RNA splicing.

Former senior U.S. general targeted over leak investigation: report

WASHINGTON (Reuters) - Retired U.S. General James Cartwright is the target of a Justice Department investigation into the leaking of secret information about the Stuxnet virus attack on Iranian nuclear facilities in 2010, NBC News reported on Thursday, citing unidentified legal sources.

NBC said Cartwright, once the second highest ranking officer in the U.S. military, is being probed over the leaked information about the computer virus, which temporarily disabled 1,000 centrifuges used by Iran to enrich uranium, setting back its nuclear program.

The United States and Western powers believe the Iranian nuclear enrichment program is aimed at building atomic weapons, while Tehran says it is solely for civilian energy purposes.

The New York Times published a detailed account of the Stuxnet program in June last year, in which it said President Barack Obama had decided to accelerate U.S. cyber attacks, which began under former President George W. Bush.

The story was based on 18 months of interviews with "with current and former American, European and Israeli officials involved in the program, as well as a range of outside experts," the Times said in its story.

Cartwright, a four-star general who is now retired, was vice chairman of the Joint Chiefs from 2007 to 2011.

News of the leak investigation came as the United States is trying to persuade Russia to deport American Edward Snowden, a former contractor working at the National Security Agency who disclosed information to two newspapers about secret U.S. government surveillance of internet and phone traffic.

Snowden fled the United States to Hong Kong before the information was made public this month and is now believed to be in the transit area of a Moscow airport.

Brussels army of 'slave' trainees escapes EU gaze

BRUSSELS (Reuters) - When Alex Godson accepted his first unpaid internship in Brussels after receiving a master's degree in international relations from the University of Manchester, he believed a full-time position was just a few months away.

But Godson bounced from one low-paid traineeship to another for three years before finally landing a proper job in May at the European Movement International, a Brussels-based group that lobbies for a federal Europe.

He is just one of the thousands of young graduates who toil on the Brussels treadmill without job security, benefits or sometimes even a salary under the noses of European Union leaders meeting this week to declare war on youth unemployment.

"When you're just rolling from one unpaid traineeship to another, you're not on a path to anywhere," said Godson, who had to rely on his parents for money. "There's always that intern in the office, and you're just the person holding that position at the moment."

EU leaders have pledged to ensure that every young European who is out of work will be offered a proper job, training or an apprenticeship within four months. They will announce more money to back that drive on Friday.

But if they just look around them, they will see plenty of unpaid or underpaid youth slaving away in Europe's engine room.

Often dependent on grants or donations that shrink when the economy turns down, the many non-governmental organizations and think-tanks in Brussels have become increasingly reliant on short-term hires.

Graduates trying to build a CV make a good fit - young, ambitious and willing to put in long hours at very low pay.

LOW PAY, NO PAY

The European Commission offers some 1,400 sought-after five-month traineeships a year with a 1,074 euros monthly salary that is top tier, according to Sophia Kabir, a representative for the networking organization Young Professionals in Foreign Policy.

This so-called "stage", French for work experience, is often the first rung on an EU career ladder. Yet the pay is well below the Belgian minimum wage requirement of 1,500 euros per month. Many other advertised positions offer monthly stipends of a few hundred euros and sometimes nothing at all.

Valentina Mat, with a master's degree in international politics from the University of London, received just eight euros a day in food allowance when she worked for a Brussels-based international development organization for a year.

"Even in the offices of some members of the parliament there are trainees employed who are paid very little or nothing at all," Franz Obermayr, an Austrian member of the European Parliament, complained in a letter to the legislature's president, Martin Schulz.

Traineeships are supposed to provide training, but the line between that and actual employment is often blurred.

Caritas Europa, an umbrella organization for Roman Catholic charities that champions social justice, advertises three-month unpaid advocacy internships for which candidates are required to have a bachelor's or master's degree in law or politics, fluency in English and French, reporting skills, "excellent" IT skills and prior experience working in or with EU institutions - a list arguably fit for a full-time employee.

Peter Verhaege, the group's migration officer, told Reuters that while resources are thin, giving young people experience is "the least we can do."

Not everyone agrees.

"It's modern slavery," Kabir said. "People in my generation are struggling to understand their market value."

Babies can read each other?s moods, study finds

June 27, 2013 ? Although it may seem difficult for adults to understand what an infant is feeling, a new study from Brigham Young University finds that it's so easy a baby could do it.

Psychology professor Ross Flom's study, published in the academic journal Infancy, shows that infants can recognize each other's emotions by five months of age. This study comes on the heels of other significant research by Flom on infants' ability to understand the moods of dogs, monkeys and classical music.

"Newborns can't verbalize to their mom or dad that they are hungry or tired, so the first way they communicate is through affect or emotion," says Flom. "Thus it is not surprising that in early development, infants learn to discriminate changes in affect."

Infants can match emotion in adults at seven months and familiar adults at six months. In order to test infant's perception of their peer's emotions, Flom and his team of researchers tested a baby's ability to match emotional infant vocalizations with a paired infant facial expression.

"We found that 5 month old infants can match their peer's positive and negative vocalizations with the appropriate facial expression," says Flom. "This is the first study to show a matching ability with an infant this young. They are exposed to affect in a peer's voice and face which is likely more familiar to them because it's how they themselves convey or communicate positive and negative emotions."

In the study, infants were seated in front of two monitors. One of the monitors displayed video of a happy, smiling baby while the other monitor displayed video of a second sad, frowning baby. When audio was played of a third happy baby, the infant participating in the study looked longer to the video of the baby with positive facial expressions. The infant also was able to match negative vocalizations with video of the sad frowning baby. The audio recordings were from a third baby and not in sync with the lip movements of the babies in either video.

"These findings add to our understanding of early infant development by reiterating the fact that babies are highly sensitive to and comprehend some level of emotion," says Flom. "Babies learn more in their first 2 1/2 years of life than they do the rest of their lifespan, making it critical to examine how and what young infants learn and how this helps them learn other things."

Flom co-authored the study of 40 infants from Utah and Florida with Professor Lorraine Bahrick from Florida International University.

Flom's next step in studying infant perception is to run the experiments with a twist: test whether babies could do this at even younger ages if instead they were watching and hearing clips of themselves.

TOKYO (Reuters) - It's a bird, it's a plane ... It's a cartoon version of Japanese Prime Minister Shinzo Abe, hopping and somersaulting his way through the sky in a smartphone game app his party hopes will lure young voters ahead of a July 21 election.

A growing number of Japanese politicians are venturing into the cyber world after a legal change allowed the use of social media in campaigns, setting up Facebook pages and twitter accounts to woo voters before a July upper house election.

But the app, which has the imprimatur of Abe's Liberal Democratic Party (LDP), goes further in its effort to court tech-savvy youngsters, who tend to be apathetic about politics and put off by traditional campaigns featuring white-gloved politicians blaring their names and slogans over loudspeakers.

"There were worries that some young people thought the LDP was distant, that we lacked intimacy ... that they didn't know anything about us," Takuya Hirai, a lawmaker and head of the LDP's internet strategy team, told Reuters.

"We're hoping the game will get people interested in politics in a way they never were before," Hirai said.

In the game, called "Abe Pyon" - "Abe Hops" - using a cutesy word most often applied to rabbits - a business suit-clad Abe avatar bounds high into the clouds via floating platforms. Missing a platform causes him to plunge to his "death".

As he soars higher, players rack up points, gaining access to facts about Abe and information about the LDP. High scores also allow the avatar to change clothes, whisking him from his grey suit and into jeans or gym wear.

The ultimate prize is a bouncing Abe in a superhero cape.

Abe's app is a rare venture for a world leader. Tech-savvy U.S. President Barack Obama featured in a superhero game in 2009, but it wasn't officially endorsed.

Some voters said they felt fonder of Abe after playing.

"It really gets you thinking about politics. It makes me think I should vote for him," said Emi Yamada, a 22-year-old student.

Others were skeptical. "I reckon it's just a bit of fun and nothing more," said Mizuki Kimura.

Abe, an avid Facebook user who rebounded to power for a rare second term in December after his party's big win, is widely tipped to lead the ruling bloc to victory in the election.

Editor-in-Chief Joanna Coles told Reuters on Wednesday that Cosmo plans to make Obamacare an integral part of its regular health coverage this fall and in 2014 to explain reform benefits ranging from free contraceptives and cancer screenings to subsidized private health insurance.

The magazine will also use Facebook and Twitter to remind readers about enrollment opportunities in new online health insurance exchanges, which are being set up under Obama's Patient Protection and Affordable Care Act to extend coverage to millions of uninsured people.

"This stuff is really important. It's life-changing for a lot of people," Coles said in an interview.

"The Affordable Care Act probably disproportionately benefits our readers, because they're women between 17 and 38, who may be thinking of having children or who want contraception and regular checkups with their doctors."

Administration officials hope the publicity will help persuade its target audience of young uninsured women and their male partners to sign up for health insurance during a six-month enrollment period slated to run from October 1 to March 31, 2014.

The White House says it has no formal publicity agreement with Cosmopolitan. But Coles met with senior Obama adviser Valerie Jarrett last week at the White House, which is in discussions with potential Obamacare promoters including the National Football League, as it prepares for a full-scale public education campaign this fall.

Feds: Internet influenced Boston bombing suspect

BOSTON (AP) ? What Dzhokhar Tsarnaev needed to learn to make explosives with a pressure cooker was at his fingertips in jihadist files on the Internet, according to a federal indictment accusing him of carrying out the bombings at the Boston Marathon that killed three people and injured dozens more.

Investigators have been trying to determine whether Tsarnaev's older brother, Tamerlan, who was killed while the two were on the run after the bombings, was influenced or trained by Islamic militants during a trip overseas. But the indictment released Thursday against 19-year-old Dzhokhar makes no mention of any overseas influence.

Before the attack, according to the indictment, he downloaded the summer 2010 issue of Inspire, an online English-language magazine published by al-Qaida. The issue detailed how to make bombs from pressure cookers, explosive powder extracted from fireworks and lethal shrapnel.

He also downloaded extremist Muslim literature, including "Defense of the Muslim Lands, the First Obligation After Imam," which advocates "violence designed to terrorize the perceived enemies of Islam," the indictment said. The article was written by the late Abdullah Azzam, whose legacy has inspired terrorist attacks in the Middle East.

Another tract downloaded ? titled "The Slicing Sword, Against the One Who Forms Allegiances With the Disbelievers and Takes Them as Supporters Instead of Allah, His Messenger and the Believers" ? included a foreword by Anwar al-Awlaki, an American propagandist for al-Qaida who was killed in a U.S. drone strike in 2011.

The 30-count indictment provides one of the most detailed public explanations to date of the brothers' alleged motive ? Islamic extremism ? and the role the Internet may have played in influencing them.

"Tamerlan Tsarnaev's justice will be in the next world, but for his brother, accountability will begin right here in the district of Massachusetts," Suffolk District Attorney Daniel Conley, whose jurisdiction includes Boston, said at a news conference with federal prosecutors on Thursday.

The indictment contains the bombing charges, punishable by the death penalty, that were brought in April against Tsarnaev, including use of a weapon of mass destruction to kill. It also contains many new charges covering the slaying of an MIT police officer and the carjacking of a motorist during the getaway attempt that left Tamerlan Tsarnaev dead.

U.S. Attorney Carmen Ortiz of Massachusetts said Attorney General Eric Holder will decide whether to pursue the death penalty against Tsarnaev, who will be arraigned on July 10.

Three people were killed and more than 260 wounded by the two pressure-cooker bombs that went off near the finish line of the marathon on April 15.

Dzhokhar Tsarnaev was captured four days later, hiding in a boat parked in a backyard in Watertown, Mass.

According to the indictment, he scrawled messages on the inside of the vessel that said, among other things, "The U.S. Government is killing our innocent civilians," ''I can't stand to see such evil go unpunished," and "We Muslims are one body, you hurt one you hurt us all."

The Tsarnaev brothers had roots in the turbulent Russian regions of Dagestan and Chechnya, which have become recruiting grounds for Muslim extremists. They had been living in the U.S. about a decade.

There was no mention in the indictment of any larger conspiracy beyond the brothers, and no reference to any direct overseas contacts with extremists. Instead, the indictment suggests the Internet played an important role in the suspects' radicalization.

Tamerlan Tsarnaev spent six months in Dagestan last year, and investigators traveled to the Russian province to talk to the men's parents and try to determine whether he was influenced or trained by local Islamic militants.

Christina DiIorio-Sterling, a spokeswoman for Ortiz, declined to comment on why the indictment did not mention whether authorities believe the elder Tsarnaev received any training during his stay in Russia.

The indictment assembled and confirmed details of the case that have been widely reported over the past two months, and added new pieces of information.

For example, it corroborated reports that Tamerlan Tsarnaev bought 48 mortar shells from a Seabrook, N.H., fireworks store. It also disclosed that he used the Internet to order electronic components that could be used in making bombs.

The papers detail how the brothers then allegedly placed knapsacks containing shrapnel-packed bombs near the finish line of the 26.2-mile race.

The court papers also corroborated reports by authorities that Dzhokhar Tsarnaev contributed to his brother's death by accidentally running him over with a stolen vehicle during a shootout and police chase.

The charges cover the slaying of Massachusetts Institute of Technology police officer Sean Collier, who authorities said was shot in the head at close range in his cruiser by the Tsarnaevs, who tried to take his gun.

In addition, prosecutors said that during the carjacking, the Tsarnaevs forced the motorist to turn over his ATM card and his password, and Dzhokhar withdrew $800 from the man's account.

At the same time the federal indictment was announced, Massachusetts authorities brought a 15-count state indictment against Dzhokhar over the MIT officer's slaying and the police shootout.

Oil price stays above $97 on improving US data

BANGKOK (AP) ? The price of oil rose Friday as the U.S. economic outlook brightened and concerns eased about a credit crunch in China.

Benchmark oil for August delivery was up 20 cents to $97.23 per barrel at midday Bangkok time in electronic trading on the New York Mercantile Exchange. The contract rose $1.55 to finish at $97.05 on Thursday after the U.S. government released data showing an increase in in consumer spending and home sales while jobless claims fell.

"The truth to these markets are that they are lacking any good reason to go down," said Carl Larry of Oil Outlooks and Opinions. "We're starting to settle into a fair value and it's hard to argue lower."

The number of Americans seeking unemployment benefits fell by 9,000 to a seasonally adjusted 346,000 last week, evidence that the job market is still improving modestly. Steady job gains could help the economy expand later this year and thus increase energy consumption.

The U.S. Commerce Department said consumers spent more in May as their income rose, although spending was weaker in April, February and January than previously estimated. The number of pending home sales jumped in May to the highest level in more than six years, the National Association of Realtors said.

Fears of a cash crunch in China, which could cripple small- and medium-sized businesses, were eased after the country's central bank indicated it would not allow an all-out crisis to unfold.

Analysts at Bank of America Merrill Lynch said in a commentary that "it is time for markets to calm down now and that the worst is probably behind us" and that a hard economic landing would be avoided, since no Chinese policymaker would want to shoulder the blame for that.

Brent crude, which is used to set prices for oil used by many U.S. refineries to make gasoline, rose 18 cents to $103 a barrel.

In other energy futures trading on the Nymex:

? Heating oil rose 0.7 cent to $2.895 a gallon.

? Natural gas rose 0.4 cent to $3.586 per 1,000 cubic feet.

? Wholesale gasoline rose 0.1 cent to $2.729 a gallon.
